07-M-0548: Energy Efficiency Portfolio Standard

Background

On May 16, 2007, the Public Service Commission initiated a proceeding to design an electric and natural gas Energy Efficiency Portfolio Standard (EPS). The EPS will establish targets for energy efficiency, similar to the existing Renewable Portfolio Standard, and other programs, intended to reverse the pattern of increasing energy use in New York.

In the course of that proceeding, a study was prepared by Optimal Energy, entitled Natural Gas Energy Efficiency Resource Development Potential in Con Edison Service Area (Optimal Con Edison Gas Study). This study found a sufficiently high “economic efficiency potential” to meet all load growth with efficiency, but cautioned that economic potential does not necessarily translate into actual market potential.
